Converting Your Garage Into an ADU in Austin: What Actually Works (and What Doesn’t)

Every few weeks someone calls us with the same idea: "We've got a two-car garage we never park in. Can we turn it into an apartment for my mother-in-law / our college kid / a long-term rental?"

Short answer: usually yes, and Austin's rules are friendlier to this than they've ever been. Longer answer: a garage conversion is one of those projects that looks simple from the driveway and gets complicated the minute you open up the walls. After years of building additions and ADUs all over Austin, Round Rock, and the Hill Country, here's what we tell homeowners before they commit.

Why the timing is good

Austin's HOME amendments changed the math on backyard housing. Phase 1, adopted in December 2023, allows up to three housing units on a single-family-zoned lot — so a converted garage apartment can sit alongside your main house without the zoning gymnastics that used to be required. The city has also dropped the old minimum-distance requirement between units; spacing is now governed by the International Residential Code, including the fire-separation requirements in section R302.

One more detail that works in your favor: under the city's current floor-area rules, enclosed space — including your garage — already counts toward your lot's gross floor area. That means converting a garage to living space generally doesn't eat into your remaining buildable area the way new construction does. You're upgrading square footage you've already "spent." For homeowners in McMansion-ordinance neighborhoods who are tight on FAR, that's often the single biggest argument for converting instead of building new.

What legally makes it an ADU

The City of Austin's definition is specific. A structure counts as a separate dwelling unit when it has habitable space, a full bathroom, and a sink or dishwasher outside that bathroom — in other words, a kitchen. Cross that line and you're creating a dwelling unit, which triggers the full residential permit process: zoning verification, plan review, inspections, and a certificate of occupancy at the end. The city also requires a unique address for the new unit before you submit for permits.

If you skip the kitchen and just finish the garage as a bedroom-and-bath guest suite, the process is simpler — it's interior remodeling and conversion of space, not a new dwelling unit. Plenty of our clients start there and rough in plumbing for a future kitchenette so the ADU option stays open.

One rule that surprises people: ADUs built after October 1, 2015 can't be used as a short-term rental for more than 30 days per calendar year. If your business plan is nightly Airbnb income, a garage conversion isn't the vehicle. If it's a long-term tenant, an aging parent, or a returning kid, you're fine.

The four things we check before we say yes

The slab. Garage slabs are poured for cars, not people. They typically slope toward the door, sit lower than the house floor, and have no vapor barrier or insulation under them. Most conversions need the floor built up and leveled, and on the expansive clay soils common east of the Balcones Fault, we want to see how that slab has moved before we build on it.

Ceiling height and headroom. Building code requires habitable rooms to have adequate ceiling height, and once you level the floor upward you can lose several inches. Older Austin garages — especially the detached ones behind 1940s–60s houses in Allandale, Crestview, and Tarrytown — can get tight fast.

Plumbing runs. A bathroom and kitchen need drain lines, and the question is always how far the garage sits from your sewer connection. A detached garage at the back corner of the lot may need trenching across the yard — sometimes under mature live oaks, which brings the city's tree protection rules into play. This one line item swings budgets more than anything else.

What replaces the garage. You're giving up covered parking and, more importantly in most Austin households, storage. We'll often pair a conversion with a carport (which stays exempt from floor-area calculations if it's at least 80% open on the sides) or a small storage shed so the lawn equipment and holiday boxes have somewhere to go.

What it costs

Every garage is different, so treat this as a range from our own recent projects rather than a quote: most full garage-to-ADU conversions in the Austin area — floor, insulation, HVAC, full bath, kitchenette, electrical service upgrades, permits — land in the $90,000 to $175,000 range, with detached garages and long utility runs at the high end. A finished guest suite without a kitchen typically runs meaningfully less. That's real money, but it's usually well below the cost of building a comparable detached ADU from the ground up, because the slab, roof, and shell already exist.

Where conversions go over budget is almost always discovery: undersized electrical panels, slabs that need more work than expected, or framing that was never meant to carry insulation and drywall. A design-build process catches most of this before demolition day, which is exactly why we run it that way.

Conversion vs. building new

If your garage is attached, structurally sound, and reasonably close to utilities, conversion is usually the value play. If it's a sagging detached structure with a cracked slab, we'll sometimes tell you the honest thing: demolish it and build a purpose-built ADU, because you'd spend conversion money fixing problems and still end up with a compromised layout. And if you're in a deed-restricted neighborhood or an HOA community like Steiner Ranch, check your covenants early — city zoning may allow three units, but private restrictions can still say otherwise.
